The only criteria to be entitled to bury in Jannat ul Baqi is the place where someone dies. If somebody dies in the city of Madina, he will be entitled to get buried in Jannat ul Baqi. If he dies anywhere else in Saudi Arabia no matter who is he, he will not be buried in the Baqi Cemetery.
